Cetăţenia europeană a fost definită prin Tratatul privind Uniunea Europeană, semnat în 1992, la Maastricht, şi intrat în vigoare în 1993. Incluzând drepturi, obligaţii şi participarea la viaţa politică, cetăţenia europeană vizează consolidarea imaginii şi a identităţii Uniunii Europene şi implicarea mai profundă a cetăţeanului în procesul de integrare europeană.
